At their Monday, Nov. 5, 2018 Regular Meeting, City Councilmembers recognized Police Records Technician Francine Peters on her retirement, authorized awarding contracts for 2019 employee benefits, adopted the 2019 Texas Legislative Agenda for the City of Missouri City, approved an ordinance amending the general budget for fiscal year beginning Oct. 1, 2018 adopting new pay structures and a certification pay plan for certain non-exempt personnel, exempt personnel, certified fire personnel, and certified police personnel; providing an effective date. Here is a rundown of other Council actions at the meeting:

Presentations & Recognitions:

Francine

  • Recognized Police Records Technician Francine Peters on her retirement and more than 33 years of service.
  • Presented details on the upcoming Stuff the Squad Car & Fire Truck event on Saturday, Nov. 17 at 9 a.m. at Public Safety Headquarters, 3849 Cartwright Rd.

Public Comments: 

  • Received feedback from a resident regarding tax rates, homestead exemptions and the bridge in Fonmeadow.

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Notified that the General Election Day was Nov. 6 and polls were open from 7 a.m. to 7 p.m.
      • METRO provided FREE rides to polling places.
    • Shared that the Best Buy Distribution Center is now open.
      • Staff joined their official grand opening ceremony team on Oct. 23 and was able to tour the 550,000-square-foot facility. This location will mainly house televisions, refrigerators, washers and dryers; will replenish inventory to more than 70 Best Buy stores in Texas, Louisiana and Mississippi; and will support customer deliveries.     • Provided information on the following events:
      • Roane Park Build Day, which was held on Saturday, Nov. 10; construction of a playground began at 8:30 a.m. and was followed by a ribbon-cutting in the afternoon. See photos.
      • Tennisgiving was on the same day at 9 a.m. at the Recreation & Tennis Center.
      • Stuff the Squad Car & Fire Truck is on Saturday, Nov. 17 at Public Safety Headquarters.
      • Snowfest Festival is on Friday, Dec. 7 at 5:30 p.m. here at City Hall Complex.
      • Snowfest Shuffle is on Saturday, Dec. 8 at 8:15 a.m. followed by the Parade at 9 a.m.
    • Recognized the following team members:
      • Municipal Court Director Brittany Rychlick and Court Clerk Dominique Garrick for their recognitions from the Texas Court Clerk’s Association.
        • Brittany earned the organization’s Excellence Award for “exemplary performance of an individual in the court profession, serving in a non-judicial capacity”; and
        • Dominique earned the Distinguished Service Award which highlights “a service, program, task or endeavor performed by an individual in a court profession, serving in a non-judicial capacity.”
      • City Secretary Maria Jackson for her new position as the elected treasurer of the Texas Municipal Clerks Association.
        • TMCA is a statewide association with more than 980 members and she was elected to this position during their annual meeting on Oct. 25.
      • And, Police Records Technician Francine Peters on her retirement and for her commitment to excellence for more than 33 years.
    • Snipes also thanked and highlighted:
      • Missouri City Green volunteers who partnered with Utilities Coordinator Dan McGraw to install storm drain markers in local neighborhoods.
      • MCPD for partnering with the Drug Enforcement Administration on another Drug Take Back Day event. Several residents utilized this opportunity to safely dispose of their unused medications.
      • Fire & Rescue Services for attending several community outreach initiatives in local schools to promote safety among students.
      • Parks for hosting the Tricks & Treats in Park event; it was well attended and staff received great feedback from residents.
      • Employee Recognition Committee for coordinating the Halloween pumpkin decoration and costume contest for employees.
      • Chief Performance Officer Kathleen Weisenberger, Development Services and Parks for coordinating the two Public Art Input sessions that were vital to gain resident and stakeholder feedback on upcoming initiatives.
    • Lastly, Snipes reminded everyone that all non-emergency City offices would be closed on Wednesday, Nov. 14 from 11:30 a.m. to 1:30 p.m. so that employees could participate in the annual Thanksgiving Luncheon.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Oct. 15, 2018.
  • Authorized the crediting of updated service credits in the Texas Municipal Retirement System for certain City of Missouri City employees who have membership in such-system; providing for increased annuities for certain City of Missouri City retirees and beneficiaries of deceased retirees.
  • Accepted the quarterly investment report for the period ending on Sept. 30, 2018.

 Public Hearing & Related Actions:

  • Zoning Public Hearings and Ordinances: Received comments and approved (with proposed amendment for steeple regulations) the request for a specific use permit to allow for the location of a place of assembly on an approximate 2-acre tract of land; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located northwest of the Lexington Place residential subdivision and southeast of the intersection of 5th Street and Independence Boulevard.

 Authorizations:

  • Authorized awarding contracts for 2019 employee benefits.

Ordinances:

  • Approved an ordinance amending the general budget for fiscal year beginning Oct. 1, 2018, and ending Sept. 30, 2019; adopting new pay structures and a certification pay plan for certain non-exempt personnel, exempt personnel, certified fire personnel, and certified police personnel; providing an effective date; first and final reading.

Resolutions:

  • Adopted the 2019 Texas Legislative Agenda for the City of Missouri City, Texas.
  • Authorized the placement of retired K-9 Officer Hektor with his former handler, and containing other provisions related thereto.

Future meetings are as follows:

  • A Special City Council Meeting will be held on Friday, Nov. 16 at 4 p.m. in the Council Conference Room on the second floor of City, 1522 Texas Pkwy., to consider an order on the first and final reading canvassing the returns of the Nov. 6 General Election.
  •  The next Regular City Council Meeting will be held on Monday, Nov. 19 at 7 p.m. in Council Chambers.
