At their Monday, June 3 Regular Meeting, Councilmembers proclaimed the week of June 16-22 as Juneteenth Week; approved an ordinance establishing temporary maximum speed limits and designating locations, dates and times for school zones located within the City for summer school; and passed a resolution designating authorized signatories for contractual documents and documents for requesting funds pertaining to the Community Development Block Grant Disaster Recovery Program. Here is a rundown of all Council actions at the meeting:

Recognitions:

2019 Juneteenth Week

Mayor Yolanda Ford presented former Councilmember Don Smith a proclamation naming the week of June 16-22 as Juneteenth Week. Smith is the Founder and Chairman of MCJCF.

Presentations:

Fire Chief Eugene Campbell, Jr. provided a presentation on Hurricane Preparedness to Council. The presentation included information on proactive staff training sessions and communications that staff has distributed to citizens and stakeholders to prepare for the 2019 Hurricane Season, which started on June 1. Staff Reports:

Received operational updates from Assistant City Manager Bill Atkinson. These include:

  • Acknowledging the start of hurricane season on June 1, and taking note of the current weather system in the Gulf of Mexico
  • Recognizing the grand re-opening of the Fort Bend Library—Missouri City branch on June 1
  • Congratulating the 2019 Citizens’ Police & Fire Academy class members who graduated May 31

Noted upcoming events:

  • Car seat safety check on Thursday, June 6
  • Summer camp sessions from June 10 to Aug. 2
  • Free lacrosse clinic on Tuesday, June 11
  • Senior Trip to the Sugar Land Skeeters game on Wednesday, June 12
  • Introduction to Archery class on Wednesday, June 12
  • Summer Fitness Expo on Saturday, June 15

 Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of May 20, 2019.

Zoning Public Hearings and Ordinances:

  • Considered an ordinance on the first of two readings to rezone an approximate 8.7-acre tract of land from LC-2 local retail district to Planned Development District No. 107; regulating and restricting the development and use of property within such Planned Development District; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located at the southwest corner of Lake Olympia Parkway and Vicksburg Boulevard.
  • Considered an ordinance on the first of two readings amending and continuing Article VII of Chapter 74, Parks and Recreation, of the Missouri City Code; amending and continuing the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City of Missouri City.

Authorizations:

  • Authorized the city manager to negotiate and execute a contract for the provision of external auditing services. Mayor Ford requested a motion to open the discussion of the item. Councilmember Floyd Emery made a motion to approve the item; Councilmember Anthony Maroulis seconded. Following discussion, Mayor Pro Tem Chris Preston attempted a motion to amend said motion and further moved that the item be postponed until the next council meeting to allow Councilmember Reginald Pearson to participate in the discussion. The motion to amend was a procedural error and not permitted, so the amendment was not voted on. The motion to approve the item was voted on and resulted in a tie; therefore, it automatically failed. Then, Mayor Pro Tem Chris Preston motioned to postpone the item until the next council meeting for Councilmember Reginald Pearson to participate in the discussion; Councilmember Vashaundra Edwards seconded. Councilmember Jeffery Boney reminded the body that Section 2-81 of the City Code of Missouri City provide that “when a question has once been determined by the council, the same question shall not again be considered until 90 days thereafter, and then only by motion to reconsider made by a member who voted with the prevailing side on such question.” A vote was taken on the motion to postpone the item; which resulted in a tie vote and failed. No additional action was taken on the item. Notwithstanding any future action of Council and in accordance with Section 2-81 of the City Code of Missouri City, this item is prohibited from being heard within the next 90 days.

Ordinances:

  • Approved an ordinance on the first and final reading establishing temporary maximum speed limits and designating locations, dates and times for school zones located within the City for summer school; providing a penalty; declaring an emergency.

Resolutions:

  • Approved a resolution designating authorized signatories for contractual documents and documents for requesting funds pertaining to the Community Development Block Grant Disaster Recovery Program, Texas General Land Contract No. 19-076-016-B365.

The next Regular City Council Meeting will be held on Monday, June 17 at 7 p.m. in Council Chambers.
