At their Monday, Feb. 4 Regular Meeting, Councilmembers presented Clean Restaurant Awards to 71 local eateries; approved an ordinance amending the Public Infrastructure Design Manual; accepted the quarterly investment report for the period ending on Dec. 31, 2018; authorized the execution of a contract for the re-roofing of Fire Station No. 4; authorized a Tax Increment Reinvestment Zone (TIRZ) No. 1 reimbursement to the City for the Independence Boulevard project and authorized a reimbursement to Vicksburg Estates, Limited, for certain infrastructure improvements in Lake Shore Harbour, Sections 4 and 5. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

Clean Restaurant Awards 2.4.19

Presented the Clean Restaurant awards to 71 local eateries (not all restaurants were present at the meeting to accept the award). To view the current Restaurant Scores, visit the City Website.

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Emergency repair of the roadway at the railroad crossing at Gessner and 90A intersection and the associated closure of a portion of Gessner Road while the work was done.
    • Details on several accolades for the City’s safe streets and a thank you to our men and women in blue.
      • City was ranked No. 30 in a list of 136 Texas cities rated by Alarms.org. Missouri City is only one of two Fort Bend County municipalities to be featured by the online security resource; Stafford is the other and was ranked No. 87. Read more 
      • In addition, MCTX was ranked No. 5 in Texas amongst cities with a population of 50,000 or more by The Home Security Advisor. Read more 
    • Applications for the 2019 Citizens’ Police & Fire Academy class is now open.

    • Reminder for the following events:
      • Free Car Seat Safety Check was held on Thursday, Feb. 7 in the Target parking lot on Highway 6.
      • Family Fun Night: Cupid’s Carnival was held on Friday, Feb. 8 at the Recreation & Tennis Center.
      • Tree Planting Competition was held on Saturday, Feb. 9 at 10 a.m. at Buffalo Run Park.
      • The Hollywood themed 2019 Dad & Daughter Dance was also on Saturday, Feb. 9 at 6 p.m. in the Community Center.
      • Special Valentine’s Day Dinner at the Bluebonnet Grille, on Thursday, Feb. 14. Tickets are on sale now. More details 
      • The Annual Black History Month Celebration is scheduled for Saturday, Feb. 16 and will include the first ever Poetry Slam. Local students are invited to participate; for more details call 281.403.8500 or visit City website.
    • Congratulations and thanks to:
      • All the Clean Restaurant Award Recipients;
      • Missouri City Green and the Parks & Recreation team for hosting the E-Recycling event;
      • Animal Services, Financial Services and Communications team members who partnered to make the first Pooch—Pet Awareness Day a huge success;
      • Office of Performance & Strategic Initiatives for coordinating the customer service training with Sheila Coates last week;
      • Office of Performance & Strategic Initiatives, City Secretary and Legal teams for coordinating the Special Council Workshop last week. He also thanked Municipal Court Director Brittany Rychlik, Public Works Director Shashi Kumar and Assistant Public Works Director Cliff Brouhard for providing an update on the agenda items at the meeting;
      • Communications team for coordinating the District B “411” Community Collaborative last week. He also acknowledged Councilmember Boney, the Police, Fire, Parks & Recreation, Public Works, Development Services, Economic Development teams and area stakeholders for their contributions at this event; and the
      • Employee Recognition Committee for hosting the “Roll into the New Year” Bowling event last Saturday.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Jan.22, 2019 and the Special City Council meeting of Jan. 28, 2019.
  • Approved an ordinance on the second and final reading amending the City of Missouri City Public Infrastructure Design Manual; providing a penalty.
  • Accepted the quarterly investment report for the period ending on Dec. 31, 2018.

Appointments:

  • Appointment of members to the board of directors for each tax increment reinvestment zone was moved to the next meeting on Monday, Feb. 18. 

Authorizations:

  • Authorized the execution of a contract for the re-roofing of Missouri City Fire Station No. 4.
  • Authorized the execution of a contract for fleet vehicles through requests for quotes and cooperative purchasing programs with Buy Board and Fort Bend County.
  • Authorized a Tax Increment Reinvestment Zone (TIRZ) No. 1 reimbursement to the City of Missouri City, Texas, for the Independence Boulevard project.
  • Authorized a reimbursement to Vicksburg Estates, Limited, for certain infrastructure improvements in Lake Shore Harbour, Sections 4 and 5.

Ordinances:

  • Approved an ordinance on the second and final reading amending Chapter 2, Administration; Chapter 34, Finance and Taxation; and Chapter 82, Subdivisions, of the Missouri City Code to change the name of the Finance Department to the Financial Services Department; providing a penalty.

Closed Executive Session: 

  • Council went into Executive Session and reconvened afterward and authorized staff to negotiate the details and parameters of a commercial development agreement.
