At the Monday, Dec. 17, 2018 Regular Meeting, oaths-of-office were administered to Mayor Yolanda Ford and At-Large Position #2 Councilmember Chris Preston; long-serving Mayor Allen Owen was honored for more than 32 years of service; seven local scholars were presented with Community Development Block Grant scholarships and Members voted down a rezoning request for property on Truesdale Drive/Vicksburg. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

Mayor Ford Swearing InMunicipal Court Presiding Judge Debra Sinclair administered the oath of office to Mayor Yolanda Ford.

Preston Swearing InMayor Ford administered the oath of office to At-Large Position #2 Councilmember Chris Preston.

Owen ProclamationMayor Ford and City Manager Anthony J. Snipes recognized former Mayor Allen Owen for more than 32 years of service to the City.

CDBG Scholarships1

CDBG Scholarships2Development Services Director Otis T. Spriggs, Community Development Coordinator Chalisa Dixon and Mayor Ford presented Community Development Block Grant Scholarships to seven recipients.

CommunicationsThe Communications Department was recognized for receiving multiple awards in 2018.

Brian Nguyen Thomas Plaza IIReceived a special presentation from Brian Nguyen regarding Thomas Plaza II updates.

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Thanks to Mayor Allen Owen for his dedication, leadership and guidance.
    • Congratulations to Mayor Ford and Councilmember Preston.
    • A reminder that all non-emergency City Hall Offices were closed on Christmas Eve (Monday, Dec. 24), Christmas Day (Tuesday, Dec. 25) and New Year’s Day (Tuesday, Jan. 1).
      • This included: City Hall, Inspections & Permits, Visitors Center, Animal Shelter, Municipal Court and Police Department Front Lobby.
      • The Recreation & Tennis Center was open from 6 a.m. to noon on Monday, Dec. 24. The center was closed on Christmas Day and New Year’s Day. Normal business hours resumed the next business day following the holidays.
      • The Quail Valley Golf Course and the City Centre at Quail Valley were open on Monday, Dec. 24 until 3 p.m. and closed on Christmas Day. Normal hours for both resumed at 6:30 a.m. on Wednesday, Dec. 26. Both facilities were open and maintained regular business hours throughout the New Year’s weekend.
      • Residents who participate in the Municipal Solid Waste and Recycling Program received regular service as scheduled.
    • A reminder for the following events:
      • Junior tennis Winter Break Camp was from Dec. 26 to Dec. 28.
      • Roaring 20’s New Year’s Eve Party was on Dec. 31 at 7:30 p.m. at City Centre at Quail Valley. Tickets are now on sale.
      • Car Seat Safety Check was on Thursday, Jan. 3, 2019 at 9 a.m. in the Target parking lot.

Consent Agenda:

  • Approved the minutes of the special and regular City Council meetings of Dec. 3, 2018.

Public Hearing & Related Actions:

  • Zoning Public Hearings and Ordinances
    • Received comments for or against a request to rezone an approximate 5.19-acre tract of land from R-1-A single family residential district to PD Planned Development District to allow for the development of a child care facility and certain commercial uses, including, but not limited to, educational and professional offices and neighborhood and specialized retail uses; providing for an amendment to the Comprehensive Plan; providing a penalty; and consider the related ordinance on the first of two readings. The subject site is located north of Life Pointe Church, south of Olympia Estates, east of Olympia Estates and Vicksburg, Village of Sedona Creek and west of Vicksburg, Village of Cumberland. Council voted (7/0) against the rezoning request. 
    • Received comments for or against a request to amend the regulations and restrictions of PD Planned Development District No. 81 on an approximate 38.51acre tract of land to allow for a mixed use development to include commercial, retail, office/warehouse, townhomes and multifamily residential developments; providing for an amendment to the Comprehensive Plan; providing a penalty; and consider the related ordinance on the first of two readings. The subject site is located north of the intersection of Fifth Street and FM 1092, southeast of the intersection of Lexington Boulevard/Independence Boulevard and FM 1092, and west of Armstrong Elementary School. Council voted (6/1) for this request.
  • Public Hearings and Related Actions
    • Received comments on the Program Year 2017 – 2018 Comprehensive Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant program.
    • Approved the grant application to utilize Community Development Block Grant – Disaster Recovery (CDBG-DR) Hurricane Harvey infrastructure funding through the Texas General Land Office recovery team and initiated the 30-day comment period. 

Appointments:

  • Tagged the appointment of members to the board of directors for each tax increment reinvestment zone to the next meeting.

 Authorizations:

  • Elected At-Large Position #2 Councilmember Chris Preston as Mayor Pro Tem.
  • Authorized the negotiation and execution of a financing agreement for a fire truck.
  • Authorized an interlocal agreement with the Texas Parks and Wildlife Department for the housing of an archery specialist at the City’s City Hall complex.
  • Authorized the mayor to sign the official plat of Mustang Trails Section 2, which contains an approximate 15.612-acre tract of land owned by the City of Missouri City.
  • Received comments from staff and residents and then authorized the mayor to execute the First Amendment to [the] Utility and Road Agreement between the City of Missouri City and Missouri City Management District No. 1. 

Resolutions:

  • Appointed Councilmember Floyd Emery as primary and Mayor Pro Tem Chris Preston as alternate to the Houston-Galveston Area Council 2019 General Assembly and the Houston-Galveston Area Council 2019 Board of Directors.
  • Approved the submission of a grant application to the Houston Urban Area Security initiative to fund the purchase of site licensing and software for enhancements to the city’s radio communications system; designating the Mayor as the City’s authorized official to accept, reject, alter or terminate the grant.
